Search ads vs Performance Max_ what changes when you hand Google the controls
The search ads vs Performance Max question is usually asked as if one campaign type is better. it is not. search ads buy existing intent with visible controls, Performance Max buys reach across Google’s inventory and hides most of the steering, and the right answer depends almost entirely on your budget and the quality of your conversion data.
Search ads answer demand that already exists. Performance Max goes looking for it, using your budget as the flashlight.
What search ads actually buy you
Search ads are text ads shown against keywords people type into Google. You see the search terms, you see the keyword, you decide what to bid on and what to block. That visibility is the entire product. Studio Ubique is a web design and SEO agency from Zwolle, active since 2012, building custom websites, webshops and applications for Dutch SMEs and international clients, and in almost every account we inherit, the search campaign is the part that still makes sense when you open it six months later.
The trade-off is ceiling. Search ads can only capture people already looking. If four hundred people a month search for your service in the Netherlands, that is your market, and no amount of budget invents a fifth hundred. You will hit that ceiling, and then spend goes into looser matches that convert worse.
Studio Ubique works from Zwolle since 2012. Small accounts with clear service keywords, think an installer, a B2B supplier, a niche webshop, usually get more out of thirty well-chosen keywords than out of any automation layer. The controls are boring and they work.
What Performance Max actually is
Performance Max is a single campaign that places ads across search, Shopping, YouTube, Display, Discover, Gmail and Maps at once, using asset groups (bundles of headlines, descriptions, images and video) instead of keywords. You give it a conversion goal and a budget. It decides placement, audience and creative combination. According to Google Ads Help, advertisers moving to Performance Max report an average of 18 percent more conversions at a similar cost per action (Google, 2023).
That number comes from Google, about a Google product, so read it as a direction rather than a promise. The mechanic underneath is real though: Performance Max works when there is enough conversion volume to learn from and enough inventory to place. Feed it a webshop with two thousand products and forty conversions a week and it does genuinely useful things. Feed it a B2B site with three form fills a month and it does expensive guessing.
Studio Ubique rates are 60 to 65 euro per hour, which matters here because Performance Max needs less weekly tinkering and more upfront setup, while search needs the reverse.
Decision box
- Best if: you have a product feed or a broad audience, at least 30 to 50 conversions per month, and clean conversion tracking. Then Performance Max earns its place.
- Not ideal if: your monthly budget sits under roughly 1,000 euro, or your conversions are sparse leads with long sales cycles. Search ads keep more of that money working.
- Likely overkill when: you sell one service in one region and rank organically for your own name already. You are buying reach you cannot service.

The budget threshold that decides it
Under about 1,000 euro a month, run search ads. Above roughly 3,000 euro a month with real conversion volume, Performance Max starts paying for itself. Between those numbers you are in the annoying middle where the honest answer is: it depends on your data.
Here is the part not everyone will agree with. For most companies under about 2,000 euro a month, Performance Max is a worse use of budget than a tight search campaign, regardless of what the platform recommends during setup. Automation needs signal. A small budget produces a thin trickle of conversions, the algorithm learns slowly from that trickle, and meanwhile it is spending your money on Display placements to build the dataset it needs to become good. You are paying tuition. On a small budget, tuition is most of the budget.
That is the tell.
What Performance Max needs before it works
Before you launch anything automated, the measurement has to be right, because Performance Max optimises toward whatever you told it a conversion is. If that definition is sloppy, the campaign will be efficiently, confidently wrong.
- Conversion tracking that fires once per real action, not once per page view of the thank-you page reload.
- Different values per conversion type, so a quote request is not worth the same as a newsletter signup.
- Brand exclusions switched on, so the campaign stops claiming credit for people searching your company name.
- A product feed with correct titles, prices and availability if you sell physical goods.
- Enough creative variety in each asset group that the system has something to actually test.
We once took over an account where Performance Max looked spectacular: cost per acquisition down forty percent, conversions up. Two hours in the search terms report showed it was buying the client’s own brand name, which they already ranked first for organically. Remove those and the campaign was slightly worse than the search campaign it replaced. Nobody had checked. Brand exclusions took ten minutes.
Running both without paying twice
Most accounts above the threshold end up running both, and the failure mode is overlap. Performance Max and a search campaign can compete for the same query, and Google’s tiebreak rules do not always land where you would want. Exact match keywords in your search campaign generally win the auction over Performance Max for that same query, which is why keeping a tight exact-match search campaign alongside Performance Max is the standard defensive setup.
Practically: put your money keywords in exact match search, let Performance Max handle everything else, exclude brand terms from Performance Max entirely, and check the search terms report monthly to see what is actually being bought. Studio Ubique serves Dutch SMEs and international clients, and in the accounts that run both well, the search campaign is small and expensive per click, and Performance Max is large and cheap per click. That is what a healthy split looks like.

Setting it up and knowing if it works
Start with search, always. Run it for six to eight weeks, get clean conversion data, learn which terms convert, then decide whether Performance Max has anything to learn from. Launching automation into an empty account is how people end up with a nice-looking report and no new customers. If you would rather have someone else own that decision and the tracking behind it, that is what our Google Ads work covers, alongside the conversion-optimisation side of the website the ads point at.
One more thing about the landing page. Ad platforms get blamed for results that were decided by a slow page and a form with nine fields. Studio Ubique projects target Lighthouse 90+ on mobile, which is less about a score and more about whether the person who clicked is still there four seconds later.
What to monitor monthly
- Search terms report: what queries are actually triggering ads, and how many are brand.
- Cost per conversion, split by campaign type, not blended into one comforting average.
- Conversion count per campaign against the learning threshold, roughly 30 per month.
- Asset group performance labels, so you know which creative is doing the work.
- Share of total spend going to Display and YouTube placements inside Performance Max.
- Landing page conversion rate, tracked separately from ad performance.

Search ads and Performance Max solve different problems. Search ads capture existing demand with visible keyword control; Performance Max spreads budget across Google inventory and needs volume to learn. Google reports an average 18 percent conversion uplift for Performance Max advertisers at similar cost per action (Google, 2023), though small accounts rarely reach the data threshold. Studio Ubique recommends starting with search until conversion tracking is clean.
FAQs
Can i run Performance Max without a product feed?
Yes, Performance Max works for lead generation without a feed, but it leans harder on your asset groups and audience signals, and it needs a steady flow of conversions to optimise against, which lead-generation accounts often do not have.
Why does Performance Max show such good results at first?
Usually because it is capturing brand-name searches and remarketing traffic that would have converted anyway. Turn on brand exclusions, wait three weeks, then judge the numbers.
How much budget do i need before Performance Max makes sense?
As a rough rule, at least 1,000 euro a month with genuine conversion volume, and comfortably better above 3,000 euro. Below that, a tight search campaign keeps more of your budget on people already looking.
Do search campaigns still win queries against Performance Max?
Exact match keywords in a standard search campaign generally take priority over Performance Max for the same query, which is why advertisers keep a small exact-match campaign running for their most valuable terms.
How long before i can judge a new campaign?
Six to eight weeks for search, and closer to eight to twelve for Performance Max, because the learning phase eats the first two to three weeks of spend before results mean anything.
The learning-phase tax
Every month an automated campaign runs on messy conversion data is a month you pay for the algorithm’s education instead of your own customers. Not urgent. Just expensive.
